From a message creating media effects
At a press conference ahead of the National Forum on Development of Vietnamese Technology Enterprises in Hanoi, to questions from reporters, Ms. To Thi Thu Huong, Deputy Director of the Department of Information Technology said:
"After much consideration, we propose the message "Make in Vietnam".
When people first heard "Make in Vietnam", many feel that something is inaccurate, but at the same time, this feeling is creates the media effects we seek. Because it feels wrong, people will have to read it again and ponder".
"The phrase Made in Vietnam is defined as manufactured in Vietnam without any initiative, and completed in a passive manner. Whilst "Make in Vietnam" - will mean Vietnamese people take the initiative, create, design, integrate products in Vietnam and develop, contribute to national technology, develop technological communities", Ms. Huong explained.

At the National Forum on the Development of Vietnamese Technological Enterprises, Minister Nguyen Manh Hung affirmed, "Make in Vietnam" will be our statement. The Chief of Information and Media also explained that "Make in Vietnam" is a connotation that includes:
"Make in Vietnam" is also the responsibility of Vietnam as a global country and global citizen: In addition to using and consuming global technology, Vietnam must also contribute to the technological development of mankind.

Not stopping at spreading the message and outlining its meaning, at the Forum, Prime Minister Nguyen Xuan Phuc affirmed that Vietnamese people have what it takes to create technology and technological products:
"We need to formulate and explicitly state a development strategy for businesses to take control over technological aspects in Vietnam."
In retrospect, a "Make in Vietnam" product has to fulfill the following requirements:

- It has to come from Vietnam, created and controlled completely by Vietnamese.
- It has to be a solution for the difficulties of Vietnam, then onto be a solution for the difficulties of the World.
- It encourage and prioritize technological development, incorporating elements of technology wherever necessary to maximize efficiency.
